Course Description

Home Rule: The Power Struggle between State and Local Governments | Explore political and legal dimensions of the home rule in the context of specific issues, including voting system reforms, property tax limits, common ownership group governance and housing affordability. Apply political theories of sovereignty and power, and guidance from Maryland Supreme Court opinions to better understand this tension among SLGs. Discover underlying reasons for local government dysfunction and discuss potential improvements. $33 includes $32 fee. Note: Requires membership in Peer Learning Partnership (PLP). Biannual membership is $30.
